Local Projects are not saved in cloud, Unreal or Epic Games dont have such support and dont need that at all. If you want to see your project you need to carry your project files from old pc to new pc.
As an advice, you can use SCM (Source Control Managers) like PlasticSCM, Git, Perforce to handle your project files if you swapping pc or environment so much or doing collaboration with team mates. Here is the brief explanation about what is SCM.
