I created a mesh in blender,animated and exported it to fbx format. But when importing some bones go missing and it says "This can happen for bones that are not vert weighted ". Please HELP.

Did you turn off deform on the bones that did not expiort?
No,try to select the rig and the mesh and export only selected in blender
