in windows theres a section of the settings where you can set the default program to use for certain file types. in windows 10 open settings-> apps → default apps-> choose default apps by file type.
also you could probably launch the engine then in the file menu say open project.

I have bought a new pc and have my old project installed on a new hard drive and now that I have installed on the new pc unreal engine I can not open my project because my pc does not know what to open it with. My pc is set to german but i think you know what i mean
