I can't make packaging for Android or the new Windows in 5.4 and 5.5.

I can’t make packaging for Android or the new Windows in 5.4 and 5.5. I have done everything requested in the documentation. I installed all sdk ndk jdk as requested. unreal engine even gives errors for startup templates. The error it gives for the third person opening template is:
