I cant install the game
After the download is completed , the launcher restarts the download.
When I try to start the launcher manually it says
“Failed to open descriptor file …/…/…/UE4-Win64-Test/UE4-Win64-Test.uproject”.

I’m sorry to hear that you’re having trouble. Are you getting the error when you start the launcher or when you complete the download for Unreal Tournament?

Could you please follow the steps here to generate your DxDiag and debug logs?
