Whenever I login the lanucher give message please wait after 15 time it stop working

Try the troubleshooting steps in this section of the troubleshooting guide. In addition please make the following exception on your firewall:

xmpp-service-prod.ol.epicgames.com port 5222

If nothing works, follow the steps here to generate your Debug Logs. Post them here, along with your Dxdiag/system specs.

Your issue appears to be similar to the one here. Did you allow the exception through your firewall? Are you running any additional network monitoring software that might be blocking the port? If so, please make sure to add the exception there as well.

Thanks for your help.
Opening the port worked but the file size is very large (5.8GB) as i have slow internet connection
is here any other way to download the unreal engine 4.9

We don’t currently have an offline installer, but if you would like to install the engine without the launcher you can build it from the source through Github.

We have considered an offline installer but there is certain info that we require from users upon installation (EULA agreement, etc). So at this point we don’t have plans to implement this in the near future.

If you choose to go through GitHub you will need to compile the source yourself.
