So i buy new graphic card 3090ti my old 2080ti just go off after 4years or better to say when my warrenty.
But with this i got some strange lag my fps is 120 on move it drop to 40 and go 120 again when i 360look or moving.

2 broken driver instaled / wipe all drivers reinsal it when you change GPU you need to clean all drivers som time you need do it 3 time!!! in safe mode … as if it were a very powerful virus

Get sysinternals suite (its microsoft product).
There is AUTORUNS.exe application, run it and see what is starting automatically.
Kill everything with fire (everything that you do not need).
You can ask google what those things starting automatically are for, or ask here.
And definetly kill mcaffe scanner it eats cpu.
Oh and if you had AMD drivers installed, it sometimes eats memory and cpu trying to find some empty folders.
ps.
You can also get suspicious files, upload them to Virustotal and see what ALL antivirus scanners think about such file. Just do not panic if you get 10 or less detections, sometimes grey files get them.
