How to use "RInterp To" for a target rotation?

Hi, I am having problem understanding “RInterp To”. I want simply my character will rotate smoothly by pressing a key. But I realize the rotation i am having is not actually what was given and it depends on Interp speed. If I increase the speed I am having more rotation. Any help?
