How to stop Visual Studio from building the entire engine?

We have an issue where building from Visual Studio is rebuilding the engine everytime.

No engine Code has changed. No projects have changed. Simply insert a new line in our projects game code, Right click on the game project and select build. Watch as visual studio rebuilds the engine for the next 30 minutes.

This is different behavior than building through an installation environment. Where the engine never gets touched or built.

In the production environment, it seems completely random when the tools will decide to put you on furlough for holding your mouth wrong. And you have to sit through it. If you dont let it finish then nothing works.
