How to solve the NU1100 error when use GenerateProjectFiles.bat?

I want to build engine from the source, when I click the GenerateProjectFiles.bat, it didn’t work successfullly, all the error message was kind like:

error NU1100: unable to resolve .NETCoreApp,Version=v3.1 “Microsoft.Extensions.Logging (>= 6.0.0)”
