I guess you are not referring to the world outliner (because you can easily scale several meshes selecting/grouping them with Ctrl+G). If you are talking about the scene components in the viewport (inside a blueprint) you can scale the parent scene and the children will scale consequently

I guess I should clarify about this issue. I’m really more perplexed by it now than before. You can create an empty actor and then make it the parent and then scale the actor

You could also try using the modeling mode transform->xForm tool. It will allow to transform multiple objects together from a common manipulator quickly.
