How to rotate camera attached to vehicle?

How do I rotate camera attached to vehicle left and right using right thumbstick on gamepad? There is no spring arm between camera and vehicle. How do I change the eye height of the camera?

I got the camera to rotate to left and right by moving the right thumbstick left and right. How do I get the camera to look backwards as if the driver turns his/her head to look backwards before moving the car backwards when I move the right thumbstick down?
