How to rig 2D bones and animate them?

Hello, a beginner here!

Is there any way I can assemble a bunch of sprites (or Paper2D) into a 2D skeleton which I can animate?

In Unity or Godot, you can create 2D bones on top of sprites, and animate any element with its properties (scale, position, rotation, etc.) in the scene. Can I do that in Unreal Engine?
