I’m new to UE, but the tutorial guide that shows up says I have seen all tutorials and will not show them to me again. The only one I can see is the “Welcome to the Unreal Engine” tutorial, but when I complete it, is still says I have not seen it, so looks like the tutorial guide is stuck. What can I do to reset the guide so I can watch the tutorials again?
Seems like I never completed my Blueprints tutorial 
Yes. These. They are all checked off except the first one and when I click those which are green, nothing happens other than a pop up that says “this tutorial is completed”.

Not sure how to reset them actually 
But you can find them all here:
And run them from the Content Browser.
If you click on all the PLAY icons, it actually resets their status. However, I haven’t been able to find the Paper2D tutorial.

Try resetting to defaults the Editor->Preferences->General->Tutorials
