How to properly generate CSV data for localizable text in data tables?


I started looking into the localization features of the engine and I wonder how to generate data for datatables that contain localizable text.
If I create a table row of such a struct in the editor and export it, I noticed that there is a pair of keys associated with it.
Something like this:

As far as I understood how localization works, these keys refer to entries in the table where the translations are stored (or not?).

While it is is nice that the engine creates those keys for me for rows that I add via the editor, but I wonder how to go about when creating the data outside of unreal.
