How to package via RunUAT.bat / cmdline? AutomationTool throws exceptions

I’ve followed the advice here, and I’ve also tried copying the commands actually sent by the editor (copied from the output log), etc, but I still cannot package by calling RunUAT.bat directly. I’ve created an Answerhub post here on the issue, but I thought I’d throw it out to the forum too.

This has been attempted in 4.6 source, 4.6 binary, and 4.7 source, with pre-existing projects and freshly-created code projects.

Is there anyone packaging games via commandline? I suppose it’s fairly niche but I’m sure some companies are doing it.

Either I’ve made a silly mistake or the info available here is now incorrect.
