How to modify City Sample's ZoneGraph?

Hi! I’m trying to use City Sample level for my VP
but the crowd and vehicles are abstracking my camera view.
so wonder how to modify the zonegraph in City Sample’s level so i can get a clear streats and roads

the zonegraph is not appear even after i enable the ‘Show → Developer → ZoneGraph’

You have to hit P to show the Navigation paths, but I have yet to figure out how to edit them even when I do see them.
