How do I make Unreal Engine look “cartoonish” is there some sort of plugin or I would need to create all the assets in that particular style.

Are you looking to have 2D layed on top of 3D like on the image? If it is just the materials, a shader could possibly be what you are looking for. You can create them yourself like the following non-Epic related video:
