How to make flying pawn fall when not moving

I’m making an airplane pawn which I will be controlling and I want it to decrease height (altitude) and fall down to ground if it is not moving fast enough. How do I set the blueprint for it? Is it easier to work in Flying Template or Third Person or some other? I’m new with unreal, so please explain in detail.
