How to make backgrounds scroll with character in more than one layer

I wish to have 3 layers of backgrounds that scroll with the character.
Example
Layer 1: Background layer scrolling down to change the night/day cycle
Layer 2: Far away mountains that scroll at a speed of 0.5 of the character’s speed away from the direction they are moving
Layer 3: Close mountains that scroll at an opposite rate of the characters speed
