How to lock the packaged game to 30fps in fullscreen mode?

I want to lock the FPS to 30 in fullscreen or windowed fullscreen mode. I try to change the settings(Settings → Project Settings → Engine → General Settings → Framerate)like below, but it doesn’t work.
Besides, I try to check “Use Fixed Frame Rate” and set “Fixed Frame Rate” to 30, but it does not work neither.
Is there any way to lock it?

If you are locking the framerate at 30, you dont deserve your game dev badge.

Use “Smoothed Frame Rate Range” and set min and max as 30fps can solve this problem. I think it is an indirect way.
