I know how to decrease texture resolution, but how can I increase it? I want to make 4096 out of 2048 texture.

Simple answer, you can’t 
It would mean you were adding information that’s not there.
You can get plugins that will change the scale for you, and apply some algorithms to make it less fuzzy. Or maybe you can do something with AI. But that’s it, I’m afraid.
There are tools that can do it. They all have pros and cons, and nothing is perfect, because signal theory says they can’t be.
