How to disable attacking and using items?

I need to disable players ability to use items, gadgets, and weapons, during a certain section of a game, but still be able to move and interact etc. I know it’s possible because I’ve seen it done in other UEFN levels.

How can I do this through devices or verse?

Use the Class Designers to design each different characters abilities and loadouts, use different class slots for each.
Then use the Class Selectors to change players between these, either via walk through its zone or by receiving events from other devices, like triggers and buttons etc.

Other devices can be set to only allow or exclude certain classes, like vehicles and mutator zones etc.
