How to develop Engine plugin with binary version of engine ?


Is it possible to develop the Engine Plugins using binary version of engine (downloaded via the launcher) ? It seems it should be possible but I am wonder what is the right way to setup the project to build such kind of plugin ?

Currently I develop plugin just as game plugin (inside the game project) but it intended to be the editor Engine Plugin
