I’m not really a pro at this, but Marvelous Designer seems to get pretty decent results.
Adobe Fuse also looks alright, although I believe it’s more of a character creator, but you can make clothes there -if I’m not mistaken-
The professional way is to use a program like maya for the base mesh and then zbrush to sculpt high poly detail like folds and wrinkles, pockets, stitches, buttons and then you bake that to a normal map applied to the base mesh. Or blender has internal sculpt tools so its like an all in one program. Then all you need to do is make a material for it. There are a few different ways to do that. This model was made, sculpted and textured in blender for an animated scene. For unreal import I would use something like substance designer to create materials.
