How to "Cook content"+"Refresh VS project" without starting editor?

Hello,

What CLI command(s) can I use to perform “Cook content for Windows” and “Refresh Visual Studio Project” without starting editor? Running editor takes ~1min (slow start+slow project load) which is a lot compared to running operations alone.
