How to control the rotation of the pawn by character movement component?

I want to make limited angular speed rotation for characters by using the default character movement component, but I failed.
I found rotation settings but it doesn’t work as I want it just controls the rotation of the character itself
It looks weird in the case of low angular speed like 25. Character rotation doesn’t match the direction where it moves.

As I found it doesn’t work at all, I used thrusters to make it controllable
