How to connect to a preforce server?

So I set up a preforce server on localhost (I’m on OS X, in case that matters at all), and I set up a new workspace, and copied a new unreal project into it. Then I opened the project through UE4 and was able to upload changes. What I don’t understand is how someone else would connect to it (since im on localhost for now, I understand only I can connect to it, but I thought I would be able to make a new project and somehow load from that preforce workspace). I saw the guides online and tried to follow them as closely as possible, but none of them really addressed how I would “clone into” a pre-existing UE4 project.
