In the end, the solution i found was to set the motion blur amount to 0.001 and Tempral AA to 24 samples which worked, and i still got motion vectors rendering correctly which was the important bit so i can add the blur back in post in Nuke.

Sorry to be almost four years late, but I’d click on the camera transform track, go to actions, and click “Bake Transform”. Make sure to select “All Frames”.
