How to add an animation/animated attribute for an animation asset?

As you can see, this is the animation from third person templete. And under the “Additive Layer Tracks”, there is a new option “Attributes” . I want to ask what is this for and how to add or remove some “attributes”. And the attributes “TCHour”, “TCMinute”, “TCSecond”, “TCFrame” means?

Might be late but to answer this question. Basically the animation attribute is data that is saved within the animation. Its not something that you can add from within the engine. These particular attributes are from Maya i believe. You can read more about that here: FBX Attributes in Unreal Engine
