How to achieve blurry texture but clear edge effect in UE5?

Hi everyone! I am an artist trying to use UE5 to develop a game. And I am not so good at blueprint and programming.

I want to achieve such a rendering result, which looks pretty like Hans Holbein der Jüngere’s painting, like so:

Simply put, I would like to make all textures in my project looks a little blurry and all meshes have clear edges. It would look like oil paiting by Holbein.

Are there any ways to achieve that? I have some budget to buy some plugins or something, and I also can learn to make specific shader for it.
