How is it possible that the map "CRAZY RED VS BLUE" is age 12 in russia

If I fill out the IARC truthfully, I get age 16+ for Russia. Meanwhile, some maps have 12+ although they have the same weapons and gameplay as mine.

Does anyone know how this is possible or how I can fix my 16+ issue?
