how is amd different and what is its actuall requirement ?

I didn’t have any issue with games using the Unreal Engine 4 when using 16.40.2902-radeonpro-winx32x64-dell-mobile software but when I installed the newest Radeon™ Pro Software Adrenalin Edition for Dell Mobile version 17.12.2 I noticed graphic issues with a certain game called Dead by Daylight. My issue can be described as the visuals are having a seizure or like playing on a integrated graphics with 1-5 fps while actually getting 30-50 fps. It goes away when I put the game in windowed mode it does if for another game called Fortnite which uses same engine but it goes away when I have v-sync on. I think have narrowed it down to the amd driver version 22.19.693.256 date 12/1/2017 as the cause which I get through a Windows Update. I don’t any issues with any other games besides these two which both use Unreal Engine 4. At the moment I am using only what I got through the Windows Update and not using the amd software. Let me know if there is anything else I need to give.
I went to the device manager and did a roll back to the AMD FirePro M6100 FireGL V driver version 15.200.1045.0 date 6/22/2015 and the issue went away which confirms my theory that the amd driver version 22.19.693.256 date 12/1/2017 is the cause and need to be patched.

I’m using an AMD Ryzen 7 (and an AMD fx8350 for years before); the only issues I’ve experienced with ue4 is the occasional float instability, like when a number 200 becomes 200.00237893487 or some variation of. But maybe that happens with Intel cpus as well?

The only game related issue I’ve seen was when I was playing Tree of Savior, in which case any AMD users would see their characters’ heads spin back to face south at random every tick.

If you have an issue with a game, you should ask for support with the developer of that game. They are responsible for the specs regarding the HW and SW required to play it. Since, Epic is the developer of Fortnite, you should ask for support on the game support page/forums, because this one is the forum for the Engine only.

Now, that you at least are here reading this, I will say what I know from my knowledge about your questions:

  • even thou Windows Update provides you with their latest driver version, which means the one that will be part of that build, you need always to use your graphics card’s latest driver provided by the manufacturer of your card. Check their website and also verify if there is any BIOS update for your graphics card.
  • for CPU side of things, there should not be differences that would affect gameplay besides the speed required to send data when you are using resolutions which will need the CPU to be fast to send info, ie: very strong graphics card at Full HD resolutions needs faster CPU, while the same card at 4K will demand less from the CPU (yes, sounds weird but true)
  • if you are using notebooks, make sure to have selected high performance profile and select the GPU as the preferred for the application instead of the integrated graphics card

The game developer is the ultimate source and final word for advices against specific hardware and software configurations. Be sure to not follow others opinion unless this opinion is already backed by the game developer in forums or their support site.
