How I can disable Mouse Over menu?

Hello Everyone,
In the editor, is there is a way to disable or delay appearance of the popup help menu that appears when you go over anything by the mouse? it’s very useful but it’s getting in the way many times.

If you’re talking about the tutorials, you can go to
Edit > Editor Preferences > Tutorials > Tutorial Context
and disable them. Hope that helps!
