How does level streaming effect the AI

What I am trying to do is create an massive open world game where the entire world is changing all the time(read this for more detail Massive Open World System - World Creation - Unreal Engine Forums)

So what I need to create a world where the AI is always active even in areas where the player isn’t… So when the player returns things have changed…(obviously I can’t have the entire world rendered at anyone time, but is there a way to get the AI to render always) I need to understand how level streaming effects the AI, or if it could even be usable in this situation and if its not if there is an alternative I could use to just start my idea.
