How do you use config variables in packaged games?

I am trying to allow my contractor to tweak values in the game I’m building after I’ve finished working on it through editing values in an ini file. I created a config variable in a blueprint in my project called MediumEngineFuel. I have successfully been able to load a value into this variable’s default value by adding these lines to DefaultEngine.ini

[/Game/RocketBuilder/RocketBuilder/Blueprints/BP_RocketPieceValues.BP_RocketPieceValues_C]
MediumEngineFuel=20000

However, once I package the game I can’t seem to get the ini file to control the value in-game. I added the above lines to engine.ini in ‘\windowsnoeditor\[project]\saved\config\windowsnoeditor’ with no success. I also tried creating a file called ‘DefaultEngine.ini’

Is there a different location for config files after packaging? Is the syntax for declaring name/value pairs in ini files different?
