How do you create Multiple HLODs with Chaining of hlods in world paritition?

How do you create Multiple HLODs with chaining of hlods in world paritition? I cant find any tutorials and i cant seem to make it work myself. I tried to copy the matrix city but it doesnt look like it works.

The goal is to start instancing at a certain distance and then maybe make a proxy of a much larger distance … Option a make the grid turn to proxies.. option B make a 2nd larger grid that goes proxy that has much larger space in it.

ChatGPT is useless in trying to figure this out as well. It starts telling me to do thigns that unreal engine says cannot be done in the log like parenting HLOD layers in the wrong order. I dont understand why such an importnat feature is either broken over overly complicated.
