Change the mobility of that empty actor to static !
Well, here is what I see when I click on the mesh I want to put under the empty:

So how do I make the empty static?
the target actor (root) is dynamic and won’t let you move a static actor underneath.
set the static mesh a movable before drag and drop
But what if I want it to be static for light baking purposes (not my case, but still, would be interesting to know)?
