Under the hamburger menu at the upper left, you can select a layout like split screen and have camera view running in one and free roaming in the other.
If you’re locked into the camera view while the sequencer is open, there’s a control in the upper left of the viewport to unlock it so you’re no longer piloting the camera.
Oh, I’m sorry. I recently replied, saying that I couldn’t figure out how to undock the viewport despite your help.
By the hamburger is a blue triangle. Clicking the triangle displays the tabs for the viewports, which you can then grab and drag to whichever monitor.
And, of course, to get another viewport, simply go to “Window” and select “Viewports” and then another viewport.
