How do I make this grappling hook less elastic and make it fight inertia

As you can see mine has a lot more of a rubber-band effect, if I overshoot my target I have too much velocity to ever stand still again and in Wildlands it just pulls me back a lot harder, it feels more like a rope than a rubber-band

Also when trying to hang on the side of the wall, mine I way more “violent” and there is more just bopping up and down a bit

When you get next to location, stop launching character and try add a directional force just to maintain a position next to target location
