How do I create an Unreal Engine installer?

I want to create a custom version of the Unreal Engine installer, incorporating my own code changes to the engine, and distribute this to other licensees. How can this be done?

No, I mean distribute the engine, to UE4 licensees who need my version of the engine and editor, so that they don’t have to build it, which can be difficult for non-technical developers.
