How do I attach a control rig and animate a 3d Character Model that has none?

A bit stumped on this one here. Usually scour Youtube and after a few hours of tutorials Im still having no luck.

I downloaded a 3d model fro sketchfab.com and it didn’t come with any animations or rigged geometries. Obviously, I haven’t had a hard time navigating one with a rigged geometry pre-built but I can’t figure out how to get one on this blank slate here.

Is there no way to simply take an existing skeleton from the Mannequins and simply change the skeletal mesh? I found this video but still no luck with this monk here.

It’s short and sweet. (Too short maybe…)

Also if I could throw in another related query here… If a model contains multiple meshes like clothes and shoes etc. do they all need to be contained under the skeletal mesh component? I would think they would all act differently. Robes per-se would need to be animated much differently right?
