It’s particles.
One of Niagara templates is already close, dust particles, you just need to spread them along the beam, and set the emissive.

For the small particles however, you’ll use your beam itself as a base shape, and then just mimic the setup of the built in emitter “Hanging Particulates”.

Will this work for cascade?
Yes, same basic concept. Hanging particulates stretched along one axis. A bit more fiddly to do in cascade maybe…
