How do I actually use Temporal Super Resolution? I can’t find any tutorials on this.

You just need to enable it in Project Settings > Engine > Rendering

but there is supposed to be a way to set different quality settings.

You can change your screen percentage to have it upscale from different resolutions. Nothing else you need to do.
