How did this guy get Glowing Sprites?

Check this out how did he do that? wow that is the best pixel game I ever seen look at those stuff how it glows.

I wonder at this point its possible that UE4 Paper 2D would possibly be able to do this? because Unity cannot, not without assets from the asset store
