How could I make these floating garbage particles together with a simple material similar to the ones in GTA III? (Video attached)

How could I make a material and a particle like the ones in newspapers and wanted posters floating on the ground? It could be in this more retro style. Maybe something with an Orbit mod on the particles? Or just material with that effect? Ideas?
