How can i recreate this UI effect from PEAK?

so i saw this UI effect in the game “PEAK” and i really liked how it looked, and i was wondering how could i recreate it? I’m assuming its using noise to create the effect?

Looking through the files it seems like the assets are just a single image, and not a flipbook or sprite sheet. Although i could be wrong, the main menu buttons move and the noise or whatever texture theyre using doesn’t. So what im guessing is its a noise texture or some sort of other

texture applied on top of the ui components that creates that effect.

A flipbook would be very inefficient. You can achieve the same result with a noise you move around with a panner node, with a ceil or floor node to give it this choppiness.
If you need more info I can whip up a quick demo.

Sure, I’ve tried messing around with materials and stuff but I’m not good with them like at all.

Besides linking Base Color and normal maps and stuff, anything shader or material related im completely dumbfounded by. Plus ive found no good ways to replicate this effect.
