So this ones a bit weird but I have absolutely no idea how to start. I want to create a material/effect that I can apply to meshes. I want most of the material/effect itself to be black, but with many distortions, like that specific mesh is corrupted. Something similar to how the monster is portrayed in this video by _Boisvert, video pasted below (around 0:33, be advised it might spook you)

So a few material nodes come to mind when looking at this. Specifically, the sine, cosine, fresnel, and the dither temporal node. Here are some non-Epic affiliated videos going over those nodes and their application:
