this would probably do done through Widgets,
try searching for “Unreal Engine, slide out menu”
that specific menu “forming a party” comes from the Friends list API for the platform. Steam has its own, Epic has one that will harvest Steams, while the Console’s each have their own still.

Widgets is a part of programming and scripting, so please don’t tell people who are asking about a portion of “Programming and Scripting” not to post in the Programming and Scripting Section of the Forum…
you are also assuming their language to be English. the Forum is primarily English so it is not uncommon for people to use translation/interpreter before posting on the English section of a forum. their native language would probably be closer to Polish, or some other Slavic type language based on the screen shots provided, and partly the sentence structure they are using, but otherwise it is understandable.
