How can I confirm that I've signed up as a creator for 2.0?

Do I have to be apart of the S-a-C program in order to be eligible for Enrolling in the Creator Program?
I have many months time spend editing islands but I’m still getting the 21/90 error as if its not tracking my time at all. any suggestions?
